What changed in 2025-26 and why on-time filing now matters more than ever
GST has moved to a system-enforced, “no second chances” model. Three changes make late or sloppy filing far more expensive than before. Most GST pages online still ignore them read these carefully.
1. The 3-year permanent filing bar. Under the Finance Act, 2023 (Notification 28/2023 Central Tax), the GST portal now permanently blocks any return filed more than three years after its due date GSTR-1, 3B, 4, 5, 6, 7, 8, 9 and 9C included. Once the window closes, you cannot file that period at all. Your tax liability does not disappear; it must still be settled through Form DRC-03, and the department can pursue recovery with interest and penalties. GSTN has added an “Application for Unbarring of Returns” facility for exceptional cases, but it is discretionary not a routine escape hatch. If you have any legacy pending returns, clearing them is now urgent.
2. GSTR-3B is now hard-locked. From the July 2025 period, the auto-populated outward-liability figures in Table 3 of GSTR-3B are non-editable. You can no longer quietly overwrite them at filing time. Any correction to sales already reported must be made through GSTR-1A before you file that period’s 3B and only one GSTR-1A correction is allowed per tax period. In practice, GSTR-1 accuracy is no longer optional; an error there now flows straight into your tax payment with no manual override.
3. ITC is locked to GSTR-2B and the Invoice Management System (IMS). Input tax credit is now driven by your static GSTR-2B and the IMS, where you accept, reject, or keep pending each supplier invoice. Credit that isn’t in 2B because a supplier filed late or wrong simply isn’t available to you. Sequential filing rules also apply: you cannot file a period’s GSTR-1 until the prior period’s 3B is done. Reconciliation between your books, GSTR-2B, and IMS is now the single biggest lever on how much tax you actually pay.
